Terms of Service
Last updated: 6 November 2026
These terms are an agreement between you (the business or person who creates an account) and DevHotspot Billing ("DevHotspot", "we", "us"), operated by OCHIENO DAVID in Uganda. By creating an account or using the service you agree to them. Please also read our Privacy Policy.
1. The service
DevHotspot is software for running a WiFi hotspot or internet service: selling WiFi bundles and vouchers, billing PPPoE and other subscribers, taking Mobile Money payments through your own payment account, connecting routers, sending SMS, WhatsApp and email messages, and reporting. We may add, change or remove features over time.
2. Your account
- You must give accurate details and be at least 18 years old, or have the authority to act for the business you register.
- Keep your password and any API keys safe. You are responsible for everything done with your account, including by team members you add.
- Tell us straight away if you think someone else has access to your account.
3. Your network and your customers
- You run your own WiFi or internet service. You are responsible for your routers, your connection, the prices you set, the terms you show your customers, and any licences, registrations and taxes your business needs (for example with the Uganda Communications Commission and the Uganda Revenue Authority).
- Your customers buy from you, not from us. Questions, complaints and refunds about bundles or subscriptions are between you and your customers.
- You must have a lawful reason to collect your customers' details and to message them. Only send marketing SMS or WhatsApp messages to people who agreed to receive them, and honour requests to stop.
4. Payments from your customers
With a payment gateway you connect (for example Relworx, MTN MoMo, Airtel Money, M-Pesa, Yo! Payments, Flutterwave, pawaPay or Paystack), Mobile Money payments for your bundles and subscriptions go straight into your own merchant account and DevHotspot does not hold that money. The payment provider's own terms and fees apply to those payments, and we are not responsible for a provider's outages, delays, reversals or charges.
DevHotspot Pay (in Uganda, where we offer it): if your business uses it, your customers pay into DevHotspot's merchant account and we hold that money for you as a balance.
- We keep the fee shown in your dashboard, a percentage of each payment, and add the rest to your balance. A fee change applies to payments made after it.
- You can withdraw your balance only to the one Mobile Money number you confirmed from your email. A new number can be used 24 hours after you confirm it.
- Withdrawals up to the daily limit shown in your dashboard are sent straight away; larger ones are checked by us first. We may hold a withdrawal while we look into suspected fraud, a reversed payment, or a request from a payment provider or an authority.
- If a customer's payment is reversed, we may take that amount back from your balance. Your balance does not earn interest.
- When your account closes, or if we stop offering DevHotspot Pay, we send your remaining balance to your confirmed number.
Test mode is for trying the service; on the live site it is limited and gives short test codes only.
5. Plans, billing and the free trial
- New accounts get a 14-day free trial. After that you need a paid plan (Starter, Growth or Pro) to keep selling bundles online. Prices are shown in Settings › Billing & Plan and on our home page, in Uganda shillings.
- Plans are paid monthly or yearly in advance. Yearly billing charges 10 months for 12.
- When a period ends without renewal, your account has a grace period (7 days, or 3 days after a trial). After that, online bundle sales pause until you pay. Your data and existing codes are kept.
- Upgrades start straight away, and unused time on your previous plan is credited. Moves to a smaller plan start when your current period ends.
- Refer & Earn credit (a share of what businesses you refer pay in their first year) can only be used towards your own plan. It has no cash value and cannot be transferred.
- DevHotspot SMS credits are prepaid. One credit sends one SMS part of up to 160 characters (longer messages use more). Credits do not expire while your account is open, are refunded automatically when an SMS cannot be sent, and cannot be exchanged for cash or moved to another account.
- If you think we charged you in error, contact us within 30 days and we will look into it. Except where the law requires otherwise, plan payments are not refundable once a period has started.
6. Acceptable use
You must not use DevHotspot to:
- break the law, or help anyone else break it;
- send spam, scams or messages people did not agree to receive;
- collect or use people's personal data without a lawful reason;
- try to get into accounts or data that are not yours, test our security without our written permission, or disrupt the service;
- get around plan limits or test-mode limits, or resell the service without our written agreement.
We may suspend or close accounts that break these rules, after warning you where that is reasonable.
7. Your data
The data you and your customers put into DevHotspot belongs to you. We use it only to provide the service, as described in our Privacy Policy, where we act on your instructions for your customers' data. You can export your data from Settings at any time. When you close your account we delete your data within 90 days, except records we must keep by law.
8. Availability and changes
We work to keep DevHotspot available and secure, but we cannot promise it will always be uninterrupted or error-free. We may need short maintenance breaks. Routers keep enforcing the time and data limits of codes already sold even if the dashboard is briefly unavailable.
9. Liability
The service is provided "as is". To the extent the law allows, we are not liable for indirect or consequential losses, lost profits or lost revenue, and our total liability for any claim is limited to the plan fees you paid us in the 12 months before the claim. Nothing in these terms limits liability that cannot be limited by law.
10. Ending the agreement
You can stop using DevHotspot at any time; contact us to close your account. We may suspend or end your account if you do not pay, or if you seriously or repeatedly break these terms.
11. Changes to these terms
We may update these terms. If a change matters, we will tell you in the dashboard or by email before it takes effect. Using the service after that means you accept the updated terms.
12. Law
These terms are governed by the laws of Uganda, and the courts of Uganda handle any dispute that we cannot settle together first.
